About the project
The Participatory Agriculture and Climate Transformation (PACT) Programme aims to support the development of alternative sources of energy by reducing pressure on the biomass resources (vegetation cover) through substitution of improved energy saving stoves and planned to distribute cooking stoves for households who live in project areas. Women and children are the primary beneficiaries.
Job Summary
The PACT program, which Vita plans to implement using the Community-Led Total Stove approach, will distribute 91,200 improved cooking technologies to 45,600 households. Each household will receive two stoves, one Mirt and one Efoy. Under a cluster structure, the project will be carried out over a three-year period in six regions comprising 24 woredas chosen from the regions of Southern Ethiopia, Oromia, Amhara, Central Ethiopia, Southwest Ethiopia, and Sidama. In order to enable geographical clustering of woredas and guarantee efficient and effective project management and administration, the woredas were chosen based on Vita's current geographic coverage as well as their proximity to one another. Therefore, the prospective candidate focuses on oversee community-based pre-triggering, triggering, and post-triggering activities; drive end-user demand creation, stove delivery, installation, and utilization.
Key Responsibilities
A. Improved Cook stove Activities
- Lead, organize, mobilize, and trigger communities at the kebele level, and facilitate the completion of the triggering process at the ketena level.
- Coordinate child-focused triggering activities and lead demonstrations promoting the elimination of the traditional "Sost Gulicha" cooking practice during community triggering exercises.
- Coordinate the registration of beneficiary households at the ketena and village levels; compile beneficiary lists; facilitate beneficiaries' selection of preferred improved cookstoves and payment modalities; complete all required documentation; and transfer information to the post-triggering follow-up team.
- Lead the establishment of kebele-level "Sost Gulicha-Free Committees" and submit the list and profiles of committee members to the post-triggering follow-up team.
- Facilitate the delivery, transportation, loading, unloading, and temporary storage of improved cookstoves at kebele and village levels.
- Coordinate the distribution of Mirt and Efoy stoves according to the agreed allocation between Vita and beneficiaries.
- Conduct demonstrations and awareness sessions on the proper installation, safe use, maintenance, and efficient utilization of improved cookstoves.
- Monitor and support the collection of beneficiary contributions through Unions and RuSACCOs at woreda and kebele levels.
- Promote and maximize the meaningful participation of women as key drivers of behavioral and community change.
- Facilitate temporary stove storage arrangements at kebele and ketena levels in collaboration with kebele administrations and agriculture offices.
- Support RuSACCOs in beneficiary contribution collection, coupon distribution through women's associations, and reconciliation between distributed stoves and redeemed coupons.
- Support RuSACCOs in registering all stove beneficiaries as members and encourage their affiliation with nearby cooperative unions.
- Support cooperative agents and women's associations in organizing appropriate storage facilities in collaboration with kebele officials.
- Support the completion of carbon transfer documentation in collaboration with kebele cooperative agents.
- Strengthen collaboration among Women's Associations, RuSACCOs, Women's Development Groups, and beneficiaries.
- Support Health Extension Workers and Women's Associations in the proper installation, follow-up, and sustained use of improved cookstoves.
- Support RuSACCOs and cooperative agents in the proper collection and deposit of beneficiary contributions.
- Strengthen Women's Associations to effectively monitor stove utilization, maintenance, and sustained adoption.
- Establish mechanisms to ensure the completion and sustainability of project activities before exiting each kebele.
- Support field-level Community-Led Total Stove (CLTS) activities, including community mobilization, data collection, surveys, and related assignments.
- Work closely with kebele-level stakeholders to plan, implement, monitor, document, and report project activities while maintaining strong partnerships with local government institutions.
- Work closely with the Sost Gulicha-Free Committee to facilitate verification processes and organize community declaration and celebration events.
- Collaborate closely with relevant experts from woreda and kebele government offices.
- Conduct regular follow-up visits to assess the functionality of improved cookstoves distributed through Vita programs and provide technical advice on their proper use, maintenance, and safety.
- Promote the adoption and benefits of improved cookstoves at both household and community levels in collaboration with the kebele post-triggering follow-up team.
- Complete all field activities and formally hand over responsibilities to Health Extension Workers before exiting the intervention woreda, ensuring local ownership of repayment mechanisms and outstanding activities.
- Maintain accurate and up-to-date project records and documentation for internal and external reporting purposes.
- Participate in periodic monitoring and evaluation of project activities.
- Prepare and submit daily and weekly progress reports to the Cluster Coordinator.
- Submit weekly triggering and kebele performance reports through the Kobo application and provide clarifications requested by the data management team.
- Perform any other duties assigned by the Cluster Coordinator.
B. Forestry Activities
Collect, compile, and analyze data on land use, forest cover, agroecological conditions, and socio-economic characteristics at woreda and kebele levels.
Identify and document suitable communal and private land for forestry interventions.
Assess the status of government nurseries and prepare input and material requirements for seedling production.
Collect information on existing tree species in intervention kebeles, identify preferred species based on community priorities and agroecological suitability, and submit recommendations to the Senior Forestry Officer.
Prepare and implement detailed daily work plans for forestry activities.
Collaborate with woreda and kebele technical teams and local administrations to implement, monitor, and report forestry activities.
Coordinate closely with the Community-Led Total Stove (CLTS) team to integrate forestry activities with community triggering events.
Develop contingency plans for community mobilization in kebeles where triggering activities have already been completed.
Assess gaps in nursery infrastructure, equipment, seed supply, and labor requirements based on local agroecological conditions.
Train nursery workers, agricultural experts, and relevant stakeholders on technical and management aspects of nursery establishment, seedling production, and plantation management.
Facilitate the recruitment and contractual engagement of nursery workers to ensure efficient nursery operations.
Provide ongoing technical support and supervision to nursery workers and kebele agricultural experts to maintain high-quality seedling production.
Facilitate performance-based payments to nursery workers in accordance with project agreements.
Raise community awareness on communal forest bylaws, plantation agreements, and sustainable forest management practices in collaboration with government partners.
Mobilize communities and private farmers to prepare compost and planting pits in a timely manner to improve seedling survival rates.
Organize and lead annual tree-planting campaigns in each intervention kebele according to the approved plantation schedule.
Build the capacity of communal forest management committees to effectively manage, monitor, and protect communal plantations.
Demarcate communal and private plantation sites, record GPS coordinates, and document plantation boundaries in collaboration with kebele officials and woreda agricultural experts.
Prepare plantation maps using GPS data, Google Earth, satellite imagery, and other geospatial technologies to support monitoring and evaluation.
Collect, compile, and submit forestry data and reports required for Monitoring, Reporting and Verification (MRV) systems.
Maintain accurate records of nursery operations, seedling production, beneficiary lists, and tree planting activities.
Collect and document project information using Kobo, GPS devices, and other approved digital data collection tools.
Monitor and measure tree growth indicators, including height, diameter, canopy development, and survival rates, and report findings to the Senior Forestry Officer.
Participate in periodic monitoring, evaluation, and performance review activities.
Prepare and submit monthly, quarterly, and annual technical reports to the cluster coordinator in accordance with project reporting requirements and timelines.
