Background

The Ethiopian Pharmaceutical Supply Service (EPSS) is a federal government institution

operating under the Ministry of Health and is responsible for the supply chain management of public health commodities in Ethiopia. EPSS is dedicated to ensuring the uninterrupted supply of pharmaceuticals, laboratory reagents, medical equipment, and supplies to the Ethiopian people.

The American International Health Alliance (AIHA), with financial support from the Gates Foundation, leverages its experience in strengthening EPSS capacity through various initiatives that build the capacity of gender offices, directors, and staff to understand, implement, and advocate for gender-responsive practices and to create a culture of inclusivity.

As part of this partnership, AIHA provides technical and financial support to advance the integration of gender considerations across EPSS systems, policies, and programs.

Project Overview

The gender integration component of the EPSS project seeks to promote gender equity within Ethiopia's Public Health Supply Chain (PHSC) system by addressing institutional, structural, and socio-cultural barriers that limit women's meaningful participation, advancement, and leadership.

To support this objective, AIHA, in collaboration with the EPSS Women and Youth Affairs Directorate, will conduct an assessment of the Rapid Sexual Exploitation, Abuse, and

Harassment (SEAH) Risk and Reporting System. The assessment aims to: identify existing and potential SEAH risks within the workplace; assess awareness and effectiveness of current reporting mechanisms; examine barriers that prevent survivors or witnesses from reporting incidents; evaluate institutional capacity to prevent and respond to SEAH cases; and generate evidence to inform the design and implementation of targeted prevention and response

interventions.

This rapid assessment will establish a quantitative baseline for SEAH risks, reporting

experiences, and system effectiveness within EPSS. The findings will inform the design and implementation of targeted prevention and response strategies under the broader gender-responsive institutional strengthening agenda.

To facilitate effective data collection among Amharic-speaking participants, AIHA seeks to

engage a qualified individual consultant, firm, or translation company to translate the SEAH Risk and Reporting System Assessment Tool from English into Amharic.

Objective of the Assignment

The primary objective of this assignment is to provide a high-quality and accurate translation of the Rapid SEAH Risk and Reporting System Assessment Tool from English into Amharic,

ensuring that the content is culturally appropriate, technically sound, linguistically accurate, and suitable for use in a sensitive assessment context.

The translated tool should preserve the original intent, meaning, terminology, and measurement integrity of all assessment questions and response options.

Scope of Work

The selected service provider will be responsible for translating the complete Rapid SEAH Risk and Reporting System Assessment Tool from English into Amharic.

The assignment shall include, but not be limited to, the translation of: the cover page, introduction, acronyms, abbreviations, descriptions, questions, and answer choices, into

Amharic, ensuring the translation is clear, contextually appropriate, and preserves the intended meaning of the English version.

The service provider shall ensure that:

• The translation accurately reflects the meaning and intent of the original English version;
• Sensitive terminology related to sexual exploitation, abuse, and harassment is translated appropriately and professionally;
• The language used is clear, reader-friendly, and culturally relevant;
• Consistency is maintained throughout the document;
• The final document undergoes quality control, proofreading, and editing prior to submission.

Key Deliverables

The selected service provider will deliver the following outputs:

1. Submit a draft Amharic version of the SEAH Risk and Reporting System Assessment Tool for technical review three days after the contract is awarded.
2. Final version of the translated SEAH risk assessment Amharic document, fully proofread, polished for grammar and syntax, and formatted to incorporate any feedback

3. Printable version of the document delivered in editable (Word) and PDF formats within five

   (5) days after feedback is provided.
