About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilient households and communities. Currently, the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches, District/Woreda Branches, Woreda Red Cross Committees, and Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilient households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers, and the communities we serve.
I. Details of the Vacant Position
Job Title: Senior Human Resource Officer
Work Unit: Talent Acquisition and HR Administration Division
Reports to: Talent Acquisition and HR Administration Manager
Terms of Employment: Permanent after probation period

II. Job Summary
Under the general supervision of the Talent Acquisition and HR Administration Manager, the Sr. HR Expert participates in preparing long-term, medium-term, and short-term plans as well as the budget of the work unit and in enforcing implementation of same upon approval; identifies vacant jobs, receives employment requisitions, and checks whether they have budget coverage and are active enough for filling; prepares and participates in vacancy announcements, examinations, interviews, spreadsheets of short-listed applicants, and other recruitment status announcements; actively participates in the processes of personnel functions such as placement, orientation, compensation, transfer, promotion, discipline, termination, and social security of the Society in consultation with the Human Resource Administration and Capacity Building Manager; actively participates in preparation of short and long term manpower forecasts for the society taking into consideration expected growth and new projects; monitors and evaluates the industrial relation situation of the Society, identifies strengths and weaknesses thereof, and recommends courses of action that enable to appropriately and effectively deal with identified problems and foster relations; analyses, organizes, summarizes, and maintains reliable statistical data compiled from employees' personal files for supporting timely and sound personnel actions; tours branches on assignments of human resource administration matters and reports on outcomes accordingly; initiates and undertakes studies on matters of human resource development, operation, and management systems and recommends appropriate problem-solving and streamlining proposals.
Key Performance Area
- Participate in preparation of long-term, medium-term, and short-term plans of the work unit together with the HR Manager and in enforcing implementation of same upon approval.
- Identifies vacant jobs, receives employment requisitions, and checks whether they have budget coverage and are active enough for filling; prioritizes vacancies, recommends filling by way of transfer, promotion, or recruitment as appropriate.
- Formulates notifications of personnel actions pertaining to vacancy advertisement, screening short list, appointment, transfer, promotion, appraisal, suspension, and employment contract terminations.
- Carries out preliminary screening and short listing of job applicants for further consideration and action by superior and recruitment committee.
- Processes other personnel functions of placement, orientation, compensation, transfer, promotion, appraisal, discipline, termination, and social security of the employees in consultation and collaboration with HR manager.
- Ensures proper function of both the HR SAP system & job applicants’ application platforms in proper manner and manage them accordingly.
- Prepares and participates in vacancy announcements, examinations, interviews, spreadsheets of short-listed applicants, and other recruitment status announcements.
- Performs orientation to recruits mainly with a view to introduce them to mission, vision/objective, organizational setup, policies, procedures, and other milestones of the Society.
- Examines personnel action referrals from work units and branches to verify proper corroboration with the labor law, the collective agreement, and other internal human resource rules and regulations and initiates recommended courses of action in cases of noncompliance and irregularities.
- Maintain and updates HR Information System to ensure that all personnel information is properly & accurately captured, effectively managed, and maintained at all times.
- Follows up and facilitates subsequent personnel formalities of newly recruited employees; completes such employment formalities as employment or contract agreement form, pre-employment medical examination, and other relevant formalities.
- In consultation with the Human Resources Administration & Capacity Building Manager undertakes necessary improvements on the pay system of the Society based on the approved contractual employment.
- Participate in short and long term manpower forecast for the society taking into consideration expected growth and new projects.
- Ensure performances of employees of the Society are effectively tracked and appraised.
- Deals with settlement of complaints and disputes in accordance with established grievance procedures; receives and examines appeal letters, discusses employees’ grievances with concerned employees and their superiors, investigates grievance cases, and recommends solutions accordingly.
- Analyses, organizes, summarizes, and maintains reliable statistical data compiled from employees' personal files for supporting timely and sound personnel actions.
- In collaboration with the HR Manager, ensure that all positions within the Society are filled by individuals fully qualified to meet the requirements of their respective positions.
- Provide support in ensuring all work units at the National Head Quarters and regional/zonal projects have all the required human resource both in terms of quality and quantity and devises ways of motivating and retaining skilled manpower.
- Enables & sustains a motivating working environment throughout the Society that nurtures and sustains staff motivation and morale to deliver the overall organizational mission.
- Formulates formats or revises existing ones as appropriate, that help to collect and process personnel related data.
- Lodges personnel actions related to attendance, discipline, and other human resource administration matters with proper supportive evidences as per pertinent rules and regulations in place.
- Follows up the status of correspondence matters of the work unit; facilitates and gets accomplished liaison matters of human resource administration.
- Monitors and evaluates the industrial relation situation of the Society, identifies strengths and weaknesses thereof, and recommends courses of action that enable to appropriately and effectively deal with identified problems and foster relation.
- Examines matters of employee absenteeism, tardiness, and other related personnel problems in order to find out the causes and solutions to the problems.
- Administers employees’ salaries and wages, incentive systems, allowance, transport, educational, medical, insurance, and overall welfare, safety, and benefit packages of the Society’s human resource.
- Initiates and recommends new or revised regulations on human resource administration matters of the Society.
- Follows up and facilitates reporting requirements of branches on human resource administration affairs, and ensures the fulfillment of human resource administration matters of branches that are of corporate or national concern.
- Make a visit to branches on assignments of human resource administration matters and reports on outcomes accordingly.
- Performs other related duties and responsibilities of the job as assigned by the Human Resource Manager.
