Role Purpose

  • The Policy, Advocacy and Campaign PAC Officer will be responsible for the implementation of Policy, Advocacy, and Campaign, and stakeholder engagement activities in Borno Area Office. 
  • The role holder will contribute to strengthening child rights advocacy, community engagement, child participation, Policy review and government relations in support of Save the Children’s humanitarian and development programming.
  • The post holder will support documentation, content development, community mobilization, and coordination with government authorities, traditional leaders, civil society organizations, media actors, and community structures. 
  • The role requires a proactive individual with strong interpersonal skills, established relationships with key stakeholders in Borno State, and the ability to effectively engage children, youth, and community members. 
  • The ideal candidate must be an indigene of Borno State with fluency in English, Kanuri, and Hausa, and possess a strong background and practical experience in advocacy, stakeholder engagement, and community mobilization.

Scope of Role 

  • Reports to: Deputy Director Humanitarian Program Operations with dotted reporting to Advocacy and Campaign Programme Manager and PAC Manager CO

Key Areas of Accountability

Advocacy, Government Relations and Stakeholder Engagement:

  • Lead engagement with government ministries, departments, agencies, traditional institutions, community leaders, and other stakeholders on child rights and humanitarian issues.
  • Maintain regular communication and positive working relationships with state government and other actors across Borno State.
  • Lead advocacy initiatives aimed at improving access to quality Health, Nutrition, Food Security, Education, Child Protection, and other social services.
  • Participate in advocacy meetings, policy dialogues, campaigns, and coordination forums at state and community levels./
  • Lead the implementation and follow-up of child protection laws, policies, and child rights commitments in the state.
  • Support in organizing stakeholder meetings, advocacy visits, consultative sessions, and community dialogues.
  • Strengthen collaboration with Children Parliament, child clubs, youth groups, and community structures to promote meaningful child participation.

Media, Communication and Audio-Visual Documentation:

  • Support media and communication activities for programmes and advocacy initiatives in Borno State. 
  • Provide guidance and leadership to programme documentation, visibility, and storytelling purposes. 
  • Support the Media and Comms Assistant to produce quality human-interest stories, success stories, social media content, campaign materials, and communication products. 
  • Support dissemination of campaign messages and key information through radio programmes, social media, online and offline engagements. 
  • Ensure all media and communication products comply with Save the Children branding and child safeguarding standards.

Community Mobilization and Child Participation:

  • Lead mobilization of communities, schools, youth groups, women groups, and local structures for programme and campaign activities.
  • Facilitate awareness-raising sessions and community engagement activities on child rights and social accountability issues.
  • Promote meaningful participation of children and young people in advocacy, campaigns, and programme activities.
  • Support mentorship and capacity strengthening of children, adolescents, and youth groups.
  • Facilitate engagement between children and decision-makers at community and state levels.

Programme Development and Quality:

  • Shall lead the implementation of Save the Children’s advocacy and campaign strategies across thematic areas.
  • Responsible for preparing concept notes, briefing notes, reports, talking points, presentations, and advocacy materials.
  • Support proposal development, fundraising initiatives, and programme documentation where required.
  • Assist in conducting policy analysis, stakeholder mapping, and advocacy tracking.
  • Support knowledge sharing, learning, and documentation of programme achievements and lessons learned.
  • Contribute to monitoring, evaluation, reporting, and quality assurance of advocacy and communication activities.

Programme Support and Coordination:

  • Support consultants, partners, and programme teams during trainings, workshops, assessments, campaigns, and field activities. 
  • Maintain organized records of communication products, and advocacy documentation. 
  • Support coordination of logistics and arrangements for advocacy and communication-related events. 
  • Carry out other tasks assigned by the Line Manager.
  • Uphold and promote SCI safeguarding policy.

Qualifications

Essential:

  • Bachelor’s Degree in social sciences, Public Administration, Development Studies, Political Science, or related field.
  • Minimum of 3 years post-NYSC experience in Policy, Advocacy, Campaign and Community Mobilization, Stakeholder Engagement, or related work.
  • Must be an indigene of Borno State with strong understanding of the local context, culture, and governance systems.
  • Fluency in Kanuri, Hausa, and English languages spoken and written are highly recommended.
  • Experience engaging government authorities, community leaders, civil society organizations, and media stakeholders.
  • Established relationships and professional networks with key stakeholders in Borno State.
  • Experience working with children, youth groups, and child participation platforms.
  • Excellent communication, interpersonal, facilitation, and coordination skills.
  • Strong report writing and documentation skills.
  • Good computer skills including Microsoft Office and basic media editing tools and use of AI tool Copilot.
