PEN-Plus Overview
PEN-Plus is a strategic approach to decentralizing and delivering integrated, high-quality care for severe chronic NCDs at primary hospitals. With financial and technical support from the NCDI Poverty Network, MWF collaborates with the Ministry of Health (MoH) and Regional Health Bureaus (RHBs) to implement the PEN-Plus initiative. The Ministry of Health has launched a five-year National Operational Plan to scale up PEN-Plus services to 150 primary hospitals across the country. To support this effort, MWF seeks to second a qualified PEN-Plus Senior Advisor to the MoH. The position will work closely with MoH Lead Executive Offices (LEOs), Regional Health Bureaus, health facilities, and implementing partners. The Senior Advisor will provide technical, programmatic, and coordination support to the Ministry of Health for the implementation, scale-up, and monitoring of PEN-Plus in alignment with the National Operational Plan.
Position Requirements
1. Time commitment: 100% level of effort.
2. Number of positions: One (1).
3. Education: Medical doctor with a specialty certificate in one of the four major clinical departments: Internal Medicine; Pediatrics and Child Health; Obstetrics and Gynecology; or Surgery. A specialty in Internal Medicine and a Master's degree in Public Health are preferred.
Duties and Responsibilities
• Provide technical assistance for the implementation and scale-up of PEN-Plus services.
• Support the development, adaptation, and dissemination of clinical guidelines, protocols, training materials, and tools for PEN-Plus conditions and severe NCD management.
• Support the integration of PEN-Plus services into the broader health system and national NCD programs.
• Provide technical support related to PEN-Plus laboratory services, pharmaceutical supplies, and diagnostic requirements.
• Coordinate with MoH LEOs, RHBs, health facilities, and implementing partners to ensure the effective rollout of PEN-Plus activities.
• Serve as a key focal person for the NCD and PEN-Plus Technical Working Group (TWG), including organizing meetings, preparing agendas, and documenting decisions and action points.
• Support the coordination and alignment of international PEN-Plus partners, including Align T1D, UNICEF, other donors, and implementing organizations.
• Facilitate coordination among local and international partners working on major NCDs and PEN-Plus priority conditions.
• Promote the harmonization of partner activities with the National PEN-Plus Operational Plan and MoH priorities.
• Facilitate communication and collaboration among stakeholders involved in PEN-Plus implementation.
• Support the planning and implementation of national and regional review meetings.
• Assist in organizing and delivering training for healthcare workers on PEN-Plus service delivery.
• Support mentorship and supportive supervision activities at health centers and primary hospitals.
• Contribute to the development of training materials and job aids.
• Support the development and implementation of monitoring and evaluation frameworks for PEN-Plus.
• Track progress against the National Operational Plan and key performance indicators.
• Compile, analyze, and report program data to inform decision-making.
• Document best practices, lessons learned, and success stories.
• Contribute to the development and refinement of national strategies and operational plans related to PEN-Plus and NCDs.
• Provide evidence-based recommendations to improve program effectiveness.
• Prepare regular technical and programmatic reports for MoH and MWF.
• Support donor reporting requirements in collaboration with MWF and partners.
