TotalEnergies Marketing Ethiopia is seeking a highly motivated and results-oriented Development Officer to support the growth and optimization of our retail network. The successful candidate will play a key role in identifying, evaluating, developing, and enhancing service station opportunities while ensuring that investments generate sustainable value and align with business objectives.

This position requires a professional with strong analytical, commercial, and project management skills who can work effectively with cross-functional teams and external stakeholders.

TotalEnergies Marketing Ethiopia S.C. is the local affiliate, established in 1950. It markets fuels, lubricants, and specialty products through a network of over 120 service stations across Ethiopia, serving both retail and direct customers.

Retail Network Development

• Identify and assess potential sites for new service station development and other retail business opportunities.

• Conduct market studies, traffic counts, site surveys, and business analyses to determine commercial viability.

• Develop and maintain a strategic pipeline of network development projects.

• Monitor competitors, market trends, urban development plans, and new infrastructure projects.

• Participate in asset optimization initiatives, including modernization, rebuilding, closures, acquisitions, and divestments.

• Support responses to government tenders and opportunities offered by local authorities and road agencies.

Investment & Feasibility Analysis

• Conduct financial and economic feasibility studies for investment projects.

• Prepare investment proposals, business cases, and profitability analyses using company-approved tools and methodologies.

• Evaluate expected sales volumes, investment costs, payback periods, IRR, and NPV.

• Contribute to investment prioritization and capital allocation decisions.

• Monitor post-investment performance and recommend corrective actions where necessary.

Project Coordination & Deployment

• Coordinate with Engineering, Finance, Legal, Retail, Purchasing, and other stakeholders during project implementation.

• Ensure business requirements are properly communicated throughout project execution.

• Monitor construction progress and support commercial acceptance of completed projects.

• Assist in securing land titles, permits, contracts, and agreements required for project implementation.

Network Performance & Asset Optimization

• Conduct network segmentation and performance reviews.

• Manage station mapping and maintain comprehensive competition databases.

• Identify underperforming assets and propose improvement, divestment, or redevelopment plans.

• Support the reopening and commercial rehabilitation of closed sites where applicable.

• Participate in rent renegotiation and asset optimization initiatives.

Compliance, Safety & Governance

• Ensure compliance with company procedures, ethical standards, and applicable regulations.

• Promote and enforce HSSE (Health, Safety, Security &   Environment) requirements and the TotalEnergies Golden Rules.

• Conduct safety visits and report operational or project-related deviations.

• Participate actively in initiatives that improve business performance, efficiency, and profitability.
