1. Background and Context

Farmamundi in partnership with Women Empowerment Action (WE-Action), is implementing a humanitarian intervention aimed at ensuring emergency responses in the Amhara and Tigray regions are sustainable, safe, and resilient.

During the initial project phases, WE-Action identified a strategic need to strengthen its institutional and operational capacities to integrate environmental approaches into humanitarian action. Mainstreaming environmental sustainability is critical not only in drought-prone areas but also across all conflict-affected contexts to preserve the natural environment and promote long-term resilience. To achieve this, we are seeking a qualified, registered consultancy firm or institutional training provider specialized in environmental management and humanitarian contexts to design and facilitate an intensive training package.

2. Objective of the Consultancy

The primary objective is to equip 30 local staff members from WE-Action (approximately 67% women) with the practical skills and methodologies required to systematically apply an environmental approach to all implemented interventions, tailored specifically to the regional realities of Amhara and Tigray.

3. Scope of Work & Key Thematic Areas

The selected service provider will design, facilitate, and evaluate an intensive training program utilizing a highly practical methodology adapted to the prioritized regional contexts. The training must cover the following core areas:

  • Environmental Mainstreaming: Integration of environmental sustainability criteria across all phases of the humanitarian project cycle (Identification, Design, Implementation, and Monitoring & Evaluation).
  • Soil & Natural Resource Conservation: Practical soil conservation techniques linked to agro-livelihood measures, as well as community-based natural resource management (NRM).
  • Environmental Risk & Impact Mitigation: Conducting environmental risk assessments in humanitarian settings and implementing strategies to reduce the ecological footprint of emergency interventions.
  • Climate Change Adaptation: Designing and implementing localized climate change adaptation measures within conflict- and disaster-affected communities.

4. Expected Deliverables

  • Inception Report & Methodology: Detailed training module design, practical case studies adapted to Amhara and Tigray, and an agenda.
  • Training Materials: Comprehensive handouts, practical toolkits/checklists for project managers, presentations, and pre/post-test assessment tools (in English).
  • Execution: Delivery of the intensive, practical training for 30 staff members.
  • Final Consultancy Report: An analytical report outlining training outcomes, pre- and post-test analysis, participant feedback, and clear institutional recommendations for WE-Action to monitor environmental mainstreaming moving forward.
